Data use & compliance

The Data Use Agreement mirrors the citation/usage terms of The Carter Center, Emory University, and the Chicago Council on Global Affairs. Scholar PII is minimized; sessions are short-lived; dataset downloads use short-lived signed URLs with an append-only audit log.

Design basis: The Carter Center's China Pulse already releases datasets to researchers who apply and sign a citation/usage agreement, with a public dashboard in progress. This tier replicates that model directly.
